Dick/Bruce can be deeply tragic simply because of the personalities of the men involved. Bruce's life has taught him that he will lose those he loves, Dick can never be certain of anyone's affection for him.
The tragedy here is that the Justice League is made up of decent people, and that Bruce Wayne is Dick's legal guardian and a man who is trying to be a hero.
