Why this must be read: Because the author lands not only Toby and Bruno but also the slight layer of resentment that the West Wing people had to the campaign staff following their third season introdution. Bruno, in particular resonates with show - the same mix of confidence and arrogance, yet still protective of his people.
This is just Toby and Bruno in a bar with a lot of conversation and a little drinking. The brief mention of Andi's first campaign loss - works with Toby's canonical election losing streak and gives a hint of history. And Toby getting last word with their drinks.

“What, my drink’s not good enough for you?” Bruno slides into the seat across from him and smiles. The glass in his hand, Toby notes, looks like it contains vodka. Or gin. Or something that someone might actually drink. “I try to bring you a little love, and you throw it back in my face.”
“You’re really the last person I’d, ah, be wanting any amount of love from.” Toby brings his arm down and looks into his glass. “But I think that throwing this drink into your face is, yes, a much better option for it than actually, you know, putting it into my body.”
