Why this must be read: Suz was one of the first Jack/Jonas writers and this story shows, quite clearly, that she's also one of the best. Well-written, this story shouldn't be missed by anyone wanting to read quality Jack and/or Jonas characterisations.
General Hammond grants him permission to leave the base - though only after Colonel O'Neill speaks with him. A team building exercise he calls it, something that'll help SG-1 function more smoothly.
The implication is obvious: something that will help Colonel O'Neill and him function more smoothly.
So the General grants Jonas permission to leave the base, thinking the reason has something to do with the Colonel finally lightening up.
The fact of the matter is, there are only so many times the security camera in his quarters can 'malfunction' before someone gets suspicious.
