Why this must be read: Because it's the best Duo backstory you'll ever read. One Person takes some of the things we know about Duo's early life: that he doesn't seem to have, or ever have had, parents, that his friends all died in a plague on one of the L2 colonies, that he was a thief, and spins them out into an amazing story.
Twilight isn't just Duo backstory, though. It's a thoughtful and engrossing picture of what an epidemic, accompanied by a water shortage, would be like on an isolated colony in space. In that sense, it's not just GW fanfic, it's an intriguing original sci-fi story.
I remember that Federation presence was light at the Docking Authority; L2-V08744 was about as autonomous as colonies got in those days, an upscale and largely residential backwater of well- paid commuters and well-tended lawns. I'd taken it into my head by then to avoid falling into Fedder hands, and the yawning underfunded chasm that was social services.
You definitely don't need to know the fandom to enjoy this story.
