Because no matter how hard Obi-Wan Kenobi tries to keep his emotional distance from Anakin Skywalker he just can't help but become attached.
imadra_blue is one of the best writers in the fandom and she does an excellent job here characterizing Obi-Wan and Anakin's relationship and the unwillingness of both men in the last days of the Clone Wars to let down their barriers and just talk.
There were a few rules that Obi-Wan Kenobi had established in his relationship with Anakin Skywalker. They were in place for a good reason. Anakin knew most of the rules, and even the reasons behind them -- all except for one. In some ways, it was the most important one.
The rule was that Anakin wasn't allowed to touch Obi-Wan back.
Anakin was allowed to touch Obi-Wan, of course he was. He could grab his arm, poke his shoulder, or touch Obi-Wan in any number of brotherly and affectionate ways. It was when Obi-Wan touched Anakin in a... less than brotherly fashion that the rule went into effect. Anakin wasn't allowed to touch him in any intimate way. They never kissed, they never embraced, and Obi-Wan only offered Anakin very specific sexual favors that never involved him being touched.
Obi-Wan wasn't sure when it started. Anakin might have been sixteen, maybe seventeen. Obi-Wan couldn't remember the exact moment or the circumstances; it was almost like it had always been there and always would. It made him squirm with guilt every time, but it wasn't like Anakin had been a child. That had been the problem. Anakin had been growing into a man. He was always there, closer to Obi-Wan than anyone had ever been. He kept looking at Obi-Wan in that particular way of his. He'd tilt his chin down and glance up at Obi-Wan from underneath his lashes, then look away and smile. It was a slow smile, and it seemed like Anakin thought he could hide it by simply looking away. At times, it seemed he was purposefully arranging things so he was always there when Obi-Wan had his stronger urges to touch someone. Of course, Obi-Wan knew Anakin wasn't that manipulative; Anakin probably sensed when Obi-Wan was feeling sexual and gravitated towards him.
What Obi-Wan did was for Anakin. After all, he never asked nor let Anakin touch him back. Anakin wanted to be touched, so Obi-Wan touched him. He kept trying to tell himself it was that simple. Most of the time, he had himself convinced of that.
Once the war started, things began to change. Everything was breaking up around Obi-Wan, and eventually even the rules followed suit.
