Almost all brand new anime releases are MSRP (manufacturer's suggested retail price) $29.99. There are exceptions, such as Initial D (MSRP $19.99), and there are sometimes rereleases of series at a lower price after they've been around for a while (like Trigun and Sailor Moon S, currently MSRP $19.99 for the early volumes, both of which are series that have been out in English for a few years), but that's the industry standard at the moment (just as it's standard for most popular new release movie DVDs), and, much as I'd like them to lower their prices, it means that you can use some basic retail knowledge to figure this out.

Price reductions from MSRP come from the hope that a company will sell enough copies to make up for the reduction in price, and almost never go under what the DVD actually cost the retailer to buy. Cost is something like 55-60% of MSRP, so you generally won't see a sale price on an unopened, legitimate DVD of any kind that is much less than 30% off of MSRP (my employee discount at the chain I work for is 35% off MSRP), because the store has to make some profit. Physical stores can't cut their prices as much as websites because they have higher rent and payroll costs.

I am fairly sure that www.deepdiscountdvd.com is the place I've ordered from before for their ability to beat my employee discount on some items; they carry the YnM boxed set for 40% off MSRP, which is about as good as you're likely to get for an unopened copy unless someone is having a going out of business sale or something. That's $60 for all four DVDs.
