Why this must be read: This is an ENTIRE EXTENDED STORY written in perfect (well...perfectly imperfect) Bizarro-speak. I cannot begin to match this feat--not even, alas, long enough to write a rec for it in Bizarro-speak!

As a result, better to quote Bizarro No. 1's own explanation, as transcribed by darkmark on comics_genfic:

That is the main plot. The true loveliness lies in the asides, the little bits and pieces about the square Bizarro World and the its various imperfect inhabitants. *My* favorite part is Yellow Lantern and Yellow Arrow's little road trip; but there are little bits for everyone, including those not especially well-versed in old Superman comics (although if you aren't, and want to be, there are worse places to start)!
