Why this must be read: I don't normally read Academy-era fic. But this fic just had a way of screaming DOCTOR at me. I could believe that this was how the Doctor got started. It's a wonderful what if, and as the author says: Perhaps it happened like this.
Little One (to translate his Gallifreyan sobriquet; he would not be called “Theta Sigma” until considerably later in his Academy career) peered at the kitten through the weave of the basket. It peered back at him with eyes almost bluer than his, and mewed.
Little One unlatched the basket with care, and waited until the kitten’s head emerged from inside, ears first, then eyes, and nose, and whiskers all a-twitch. He wasn’t the telepath some of his Cousins were, but he had enough latent empathy of one sort or another to understand that the kitten was terribly frightened and alone. And curious, terribly curious.
“I shall call you ‘Forest’,” he said, not knowing why he picked the name. It seemed right for a hunter. “Let’s get something to eat.” He scooped up the tiny body in both hands, managing not to drop it when it started purring loudly. “Good, yes?” It wriggled closer into his arms.
