Why this must be read:
There was another splash above him and Billy was back. He swam up to Charlie and Charlie looked at him mournfully, trying to forgive him with his eyes, thank him for caring and trying.
Billy grabbed him and moved close, bringing their mouths together. Forcing Charlie's open, he blew air into his lungs.
Charlie choked a little, swallowing some water, but the tiny bit of air helped.
Billy Cooper holds a strange place in the Numb3rs fandom. He was in exactly one episode in season one and we know almost nothing about him. That lets him be an almost cannon OC. He can become nearly anything an author wants.
In Safe Harbor Billy is Charlie's White Knight.
When Charlie is attacked while working on the east coast Billy becomes Charlie's protector and rescuing hero.
Told completely from Charlie's POV it's a slow building PG-13 romance novel that avoids sappiness and has plenty of action and is interesting enough that you don't even miss what could be smutty moments.
It also contains one ofemmademarais best OCs
The companion piece Harbor House is the same story told from Billy's POV and is also an awesome read.
