I've labeled this story as Toby/CJ, but I think the overarching 'ship in this story is unabashedly Toby/words. One of the greatest things about the West Wing fandom is that it gives the writers two characters to play with who love words and writing as much as the fanfic writers do. In a story set around Toby and Sam trying to write a speech about responsible citizenship and CJ and Josh fighting for AIDS funding in South Africa, Violet has written us a love story to language.
