Why this must be read:
    The introduction of Section 31 became another path for DS9 to explore the morality of desperate measures in desperate times. In the context of the series, section 31 operative Luther Sloan may have been a villain, but a villain with the best interests of the Federation at heart.
    Matt Edwards' epic "Salus Populi" is a Sloan origin story which takes a penetrating look at the evolution of a pragmatist. It's a powerful and thoughtful examination of how the ideals of the Federation could be maintained in the face of hard reality of politics and imperfections of human nature.  The story starts a bit slowly but picks up the pace quickly. Parallels to Bosnia are overtly drawn and well used, and the characterization of Sloan's evolution is superbly done.
    If you want a story which hearkens back to the original DS9's interplay of politics, consequences, and human ideals, this is your story.
