Why this must be read: This fic is one that I read when I want some good Gibbs/Tony romance. It is a very romantic story,but it does have some angst as well. Those stories are my absolute favorites. Plans,Rules and Yachts takes the reader through Gibbs and Tony's relationship from the very start. I love that it starts out slow and slowly builds and develops. It is very well written.
